                            Sub: Request for one-time relaxation to the Postal Employees who have availed                                             LTC80 by Air - Reg. 
                            Ref: - Agenda No.III of the Standing Committee meeting of National Council                                                 (JCM) held on 25.10.2016. 

                       My Federation is the constraint to write this letter. It is learnt that the SSPO/SSRM/SP/SRM and Managers, MMS directed the officials to credit the entire Sanctioned/settled claim amount with penal interest @ 10.7% of LTC claims availed several months before to Andaman and Nicobar Island by purchasing ticket from the unauthorized agents, without knowing the rule. This issue was discussed in length with the Secretary, DOP&T on 25.10.2016 by the staff side. Further, during the meeting, the staff side mentioned that Ministry of Defence, with the approval of Hon’ble Defence Minister, had forwarded a proposal to DOPT seeking one-time relaxation in this case. The Secretary, DOP&T also informed that the entire issue is under consideration by the DOPT. 

                        To our dismay it is noticed that Officers of our Department as said in the previous para, have started the recovery. My Federation request the Chairman, Postal Board to take up the issue with the DOP&T with the concurrence of our Honourable Minister as in the case of Defence, seeking one-time relaxation. Until then necessary instruction may kindly be issued to all concerned not to recover the amount from the officials who have availed LTC-80 by purchasing tickets from unauthorised agents.
